Although the method of Belgian budgeting and controlling has considerably improved during recent years, there still remain a lot of shortcommings such as: frequently late introduction into Parliament of the budget, inadequate information about expenditure, rarely application of zero base budgeting aften combined with techniques which embellish the budget. Debudgeting is the most important camouflage technique. Debudgeting appears in different manners and influences not only the height but also the evolution of the budget deficit. An improvement of the budgeting technique (...) in Belgium doesn't ask fundamental changes of actual law. Just a switch in applicating the law according to the original spirit and interpretation of actual legislation, would be satisfactory to obtain an efficient and effective budget-policy. (shrink)

The relationship existing between science and psychoanalysis has long been tense, critical, even hostile. Background This study introduces an empirical approach for studying the role of prudence in physician treatment of end-of-life (EOL) decision making.Methods A mixed-methods analysis of transcripts from 88 simulated patient encounters in a multicenter study on EOL decision making. Physicians in internal medicine, emergency medicine, and critical care medicine were asked to evaluate a decompensating, end-stage cancer patient. Transcripts of the encounters were coded for actor, action, and content to capture the concept of Aristotelian prudence, and then quantitatively and qualitatively (...) analyzed to identify actions associated with preference-concordant treatment.Results Focusing on codes that describe characteristics of physician-patient interaction, the code for physicians restating patient preferences was associated with avoiding intubation. Multiple codes were associated with secondary measures of preference-concordant treatment.Conclusions Prudent actions can be identified empirically, and research focused on the virtue of prudence may provide a new avenue for assessment and training in EOL care. ABSTRACT This essay will explore the constitution of a transcendental theory of space through an examination of the notion of spatial synthesis in the works of Husserl, Paliard, and Deleuze. First, we shall explore the constitution of the sensorial fields in Husserl’s phenomenology. In Husserlian terms, space is not originally an empty form that can eventually be filled with a certain empirical content. Accordingly, the philosopher claims that spatiality is a consequence of the immanent synthesis of sensations. Then, we will (...) move on to Jacques Paliard’s psychology of perception, where we will find both aesthetic and noetic synthesis as transcendental conditions for the perception of space. Lastly, we will explore Deleuze’s theory of intensive space, specifically the concept of depth developed in a dialogue with Paliard. This comparative analysis shows that purely intensive fields of individuation are a transcendental a priori for the perception of an extensive space. (shrink)

Este artigo faz uma comparação entre a antiga noção estoica da filosofia entendida como uma “arte de viver”, retomada por autores contemporâneos como Michel Foucault e Pierre Hadot, e a atual filosofia acadêmica. O artigo sugere que essas duas formas de enxergar a filosofia não são mutuamente excludentes e que é possível adotar uma visão da filosofia como arte de viver na atualidade, embora essa visão extrapole os limites da prática acadêmica.

The avocado (Persea americana) is a major crop commodity worldwide. Moreover, avocado, a paleopolyploid, is an evolutionary “outpost” among flowering plants, representing a basal lineage (the magnoliid clade) near the origin of the flowering plants themselves. Following centuries of selective breeding, avocado germplasm has been characterized at the level of microsatellite and RFLP markers. Nonetheless, little is known beyond these general diversity estimates, and much work remains to be done to develop avocado as a major subtropical‐zone crop. Among the goals (...) of avocado improvement are to develop varieties with fruit that will “store” better on the tree, show uniform ripening and have better post‐harvest storage. Avocado transcriptome sequencing, genome mapping and partial genomic sequencing will represent a major step toward the goal of sequencing the entire avocado genome, which is expected to aid in improving avocado varieties and production, as well as understanding the evolution of flowers from non‐flowering seed plants (gymnosperms). Additionally, continued evolutionary and other comparative studies of flower and fruit development in different avocado strains can be accomplished at the gene expression level, including in comparison with avocado relatives, and these should provide important insights into the genetic regulation of fruit development in basal angiosperms. Au coeur du parcours philosophique d'André Jacob, qui enseigna la philosophie du langage et l'éthique à l'université de Paris X de 1966 à 1990 et a dirigé l'Encyclopédie philosophique universelle aux P.U.F. entre 1980 et 1998, ce volume s'ouvre avec le texte inaugural (prononcé au Congrès mondial de Philosophie à Brighton en 1988) "De la théorisation de la condition humaine" qui l'a toujours retenu : "Une Anthropo-logique : comprendre ou expliquer l'homme?" ; suivi de six autres conférences, appelant à être (...) relayées par une éthique renouvelée correspondant à la seconde partie de l'ouvrage. Une axio-genèse y apporte sa signifiante au "devenir Sujet" du corps, dans un versant d'altérité. On croisera le parcours singulier "de la langue au mal" dans le débat avec Robert Lafont, initiateur d'une praxématique linguistique à Montpellier, comme dans la Postface d'Hervé Barreau. A côté de conférences à l'UNESCO (1991), à Houston (1993) ou à Tokyo (1997), dont "Temps et liberté" (2000) pourrait annoncer l'éthicité ; tandis que "Langue et pouvoir" (2009) éclairera plus directement la figuration anthropo-logique, impensable dans les philosophies de la conscience traditionnelles. Andre Jean Festugiere (1898-1982) a ete directeur d'etudes a l'Ecole pratique des Hautes Etudes de 1943 a 1968. C'est pendant cette longue periode qu'il a donne une formidable impulsion, a Paris, aux etudes consacrees a l'Antiquite tardive Naturellement c'est aussi par ses publications nombreuses que le Pere Festugiere a contribue au rayonnement international de l'histoire de la philosophie a la fin du paganisme. On peut recenser 73 livres et 277 articles de revues et comptes rendus de livres. A la (...) fin de sa vie, il a reuni les plus importants de ses articles disperses en trois volumes. En 1971, ce furent les Etudes de philosophie grecque, en 1972, les Etudes de religion grecque et hellenistique et en 1975, les Etudes d'histoire et de philologie. Voici la reimpression des Etudes de philosophie grecque, qu'il a divisees en trois parties: d'abord les problemes generaux, puis les problemes de detail, enfin les Procliana. Les problemes de detail traitent ou bien de notions (eternite, endurance, peche) ou bien de questions particulieres posees par les ecrits de Platon, d'Aristote, de Theophraste, de Galien, d'Aristide Quintilien, ou d'expressions obscures dont le sens est devoile, tandis que les problemes generaux s'attaquent au probleme du mal, a celui du plaisir, aux rapports des philosophes grecs avec les sages orientaux et l'Inde, au systeme d'Aristote et aux genres de vie active et contemplative dans le monde greco-romain. Par la lecture de ces articles, le Pere Festugiere continue et continuera longtemps encore a enseigner ses lecteurs. (shrink)

Sustainable development (SD) – that is, “Development that meets the needs of current generations without compromising the ability of future generations to meet their needs and aspirations” – can be pursued in many different ways. Stakeholder relations management (SRM) is one such way, through which corporations are confronted with economic, social, and environmental stakeholder claims. This paper lays the groundwork for an empirical analysis of the question of how far SD can be achieved through SRM. It describes the so-called SD–SRM (...) perspective as a distinctive research approach and shows how it relates to the wider body of stakeholder theory. Next, the concept of SD is operationalized for the microeconomic level with reference to important documents. Based on the ensuing SD framework, it is shown how SD and SRM relate to each other, and how the two concepts relate to other popular concepts such as Corporate Sustainability and Corporate Social Responsibility. The paper concludes that the significance of societal guiding models such as SD and of management approaches like CSR is strongly dependent on their footing in society. (shrink)

Workplace bullying is a phenomenon that can have serious detrimental effects on health, work-related attitudes, and the behavior of the target. Particularly, workplace bullying exposure has been linked to lower level of general well-being, job satisfaction, vigor, and performance and higher level of burnout, workplace deviance, and turnover intentions. However, the psychological mechanisms behind these relations are still not well-understood. Drawing on psychological contract and self-determination theory (SDT), we hypothesized that perceptions of contract violation and the frustration of basic needs (...) mediate the relationship between workplace bullying exposure and well-being, attitudinal, and behavioral outcomes. Self-reported data were collected among employees with different working backgrounds (N= 1,257)viaAmazon's Mechanical Turk in an online survey. Results showed that feelings of contract violation and frustration of basic needs accounted for unique variation in well-being, work satisfaction, burnout, vigor, and turnover intentions, pointing to individual contributions of both psychological mechanisms. However, when controlled for frustration of basic needs, feelings of psychological contract violation were no longer a mediator between workplace bullying exposure and work performance. Helping employees to deal effectively with workplace bullying exposure might buffer its negative effects and reduce their experienced frustration of basic needs, preserving their well-being, vigor, and work performance and, eventually, prevent burnout. The present study is the first to concurrently elucidate the proposed psychological mechanisms and unique contributions of psychological contract violation and frustration of basic needs in the context of workplace bullying.
